Dress up as acouple from a TV show, or something funny, like a cat burgerler, my parents did this once, my mom was a cat.. and my dad was a robber. LOL

All of my friends and I are doing a Japanese Lalita Cosplay theme. Lalita is a cute/goth style. You can find all kinds of cute things on ebay.

If you want something simple - and are a bit of sci-fi gal like me - I'd suggest going as the Doctor and Rose from Dr Who. Or your fav duo from a movie?

I found the whole costume at wal-mart in the new Miley Cyrus line (which I abhor, and swore I'd never buy but it was just too perfect for the costume lol)

If you are a history buff, you could scour your local vintage/resale/antique stores for some ideas. A flapper, disco or gangster theme would be pretty easy/cheap to pull off. You could also check with local theatre troups or theatre managers. They might have some old costumes no longer in use that you could get cheap or borrow.
