Let him know. You will regrt not telling him so much in the future. But keep this in mind too, do you really love him and would you live your whole life with him?

See how it goes while you're in school...sometimes knowing you're going to be leaving can make you think you're having feelings for someone. it's actually (in my experience) just a kind of early 'homesick'-ness!!!

If your leaving, don't complicate things by making a snap love statement, just realise some times timing is everything, and it looks like you missed yours, move on.

i think you should tell him. but remember its not the end of the world if he doesnt like u back. if he cherishes ur friendship, you guys can stay as friends.

You COULD tell him how you feel, but I mean, if you feel like you're legitimately crushing/loving this guy, I don't see why you shouldn't say anything. But if you're the type that feels that you might wanna "scope around" during university, I feel as if maybe you should just "keep the ball rolling", get EVEN closer as the year goes on, have a hookup or two at university (1- if you feel like it, 2-if you wanna explore) and then, the next time you see him, it'll be much easier to say, because you've known him for much longer. :)
